Increases Water Resources Dept. Enforcement Authority

Prior to this bill passing, the Oregon Water Resources Department (WRD) didn't have authority to immediately shut down a water user operating illegally. The Department would have to complete a lengthy legal proceeding before being able to take enforcement action. This bill corrects that and allows WRD to shut down an illegal use of water before a legal proceeding has been completed.
