OCN Major Threat
Urban Growth Boundary Expansion

We designated SB 1096 a Major Threat Bill, because it allowed for the expansion of the Urban Growth Boundary (UGB) without demonstrating need or following the existing process for UGB expansion. HB 3414 was already a bill of concern due to a troubling variance section that would have allowed local ordinances, such as tree protections, from applying to building new housing. Once UGB expansion was added, we had to make it a Major Threat.

This Major Threat Bill was so bad that we chose to double score it.
