DEQ Title V Fees

Oregon Department of Environmental Quality (DEQ) is mandated by federal law to issue air pollution permits through the Title V program. Federal regulation requires that the program be funded by fees from the companies (polluters) applying for the permits. Due to issues such as closing down the Boardman coal-burning power plant, and inflation, DEQ must raise its fees in order to keep the program going and address a backlog of permits. This bill barely passed with only half the funding needed in the first half of the biennium, delaying significant progress for two years.
